The answer is their value.
We can pay money for anyway feeling free because we may earn it again in the future. But taking time for any work, we must think hard for this, is it useful or not?
Come back to our problems, what is the main purpose ? We do it but don't know who will use it? Scientists, researchers, students...? Not exactly persons, just general. I wonder how many Doctors will reference our work or they will contact the Institutes as the old ways. I support this idea but I would argue that until I know clearly the useful value of this. That means I prefer a accurate and real plan than a general things.
